POLICY GOALS

A toolkit for assessing tertiary education systems is currently under development. It is based upon extensive research on high performing and rapidly-improving systems, and will include benchmarking of policies in the following tertiary education components:

OUTCOMES

SABER-Tertiary Education will strengthen tertiary education systems at the country level, rather than just individual post-secondary institutions. The framework paper will enable countries to draw on an evidence-based global review of what specific policies matter most. It will also involve key system leaders and stakeholders in identifying reform priorities, leading to education policy reform and new program initiatives while enhancing the global knowledge base on effective tertiary education policies.
