POLICY GOALS

Based on a thorough review of existing global evidence, SABER-SA&A identified five core policy goals that are important for assessing school-based management policies. For each policy goal, SABER-SA&A defines a series of policy levers—actions that governments can take to reach these goals.

OUTCOMES

SABER-SA&A helps countries identify the depth and scope of their school-based management programs and policies. To do so, SABER-SA&A establishes a benchmark for countries to track progress in their school autonomy and accountability policies. In addition, SABER-SA&A advances informed policy dialogue and decision-making using a structured framework and methodology. SABER-SA&A's tools enable cross-country learning by enhancing the global knowledge base on effective school autonomy and accountably policies.
